Crowding Out School Reform

Silly us. We thought Chicago Public Schools would open smoothlythis year. There is no teachers' contract to negotiate. Nosuperintendent to hire. No budget gap to close.

In the absence of those perennial crises, the Board of Educationcreated a new one. Two weeks before schools were scheduled to open,the board unveiled a sweeping plan to alleviate overcrowding. Theproposal calls for, among other things, busing students from one partof town to another.
