SEIZURE LIMITS PROPOSED.(Local)

New York officials released a proposal for open space conservation Tuesday that would set strict limits on the use of eminent domain to seize land in the Adirondack and Catskill parks.

The draft of the state's Open Space Conservation Plan suggests over 1,300 parcels of land across New York state that should be preserved. The plan, developed by nine regional advisory committees around the state, is now open to public review and is to be submitted to Gov. Mario M. Cuomo early in 1992.

Cuomo has said he will wait for the final report before deciding on a land acquisition policy.
